Phillip is the Assistant City Manager of Community Services. Previous to the City Manager’s Office, Phillip served in leadership roles in Municipal Court, Purchasing & Fleet. Major Projects for the city he has worked on include downtown redevelopment, CIP project development and serving in the multijurisdictional response to COVID-19.
Phillip was born and raised in Lubbock with short stints in Amarillo & Levelland. While in Lubbock, Phillip graduated from Texas Tech University with a Bachelor of Political Science and later received a Master of Public Administration along with a designation as a Certified Public Manager. Phillip has also completed the FEMA Professional Development Series for Emergency Management.
Organizational & Volunteer memberships: Texas City Management Association including serving as the 2020 Region 2 President, International City/County Management Association, Texas Tech Public Administration Association, and United Way of Odessa Board of Directors. Phillip was also a member of the inaugural class of Odessa’s Under 40 recognition program presented by Odessa Young Professionals.
Phillip is married to Michelle and they have one daughter.
